Control guide — plain-English, per NIST SP 800-53
SA-2 (Allocation of Resources) is about paying for security on purpose, not as an afterthought. Before you stand up or expand a system, you work out what security and privacy it needs, decide what that protection costs, and set aside real budget and staff time for it — ideally as its own line item so it does not quietly get cut. It is a Low-baseline planning control.
What good looks like
- Decide the security needs early — work out the high-level security and privacy requirements while the system is still being planned, not after it ships.
- Cost it out. Determine and document the resources — money, tools, and people — needed to protect the system.
- Allocate the resources as part of your normal planning and budgeting, so protection is funded alongside the feature it protects.
- Make it a visible line item. Give information security and privacy a discrete entry in the budget so it can be tracked and defended, not buried.

- Write a short resource plan for the lab server: list the security and privacy work it needs (patching, logging, backups, monitoring) and the time or tools each takes.
- Turn that into a simple budget line — even for a home lab, name the hours per month and any paid tools, so security has its own tracked entry instead of ‘whatever is left over’.
- Record who owns the spend and when it gets revisited (for example, each quarter), saved as a dated file.
- Attach that resource-and-budget plan as hardening evidence on the asset, naming
SA-2in the Requirement field — that moves it from ‘To assess’ toward ‘Completed’.
